Long-Term Operations and Maintenance Plan (Final)

The Long-Term Operations and Maintenance Plan provides descriptions of annual monitoring tasks that will be completed to determine whether maintenance of reclaimed sites and the repository is needed, how maintenance work will be done, and estimated costs of site-wide monitoring and maintenance. This operations and maintenance plan for the project begins after reclamation is complete and covers activities that will occur for the following 20 years. It is estimated the operations and maintenance period will begin in 2010 and end in 2030.

Long-Term Repository Monitoring Plan

This Long-Term Repository Monitoring Plan presents monitoring activities that will be conducted annually at the New World Waste Repository over a 10-year period following completion of construction of the facility.  Monitoring includes surface water and groundwater quality sampling, monitoring the repository sump, and revegetation monitoring.  Monitoring will be done in conjunction with response and restoration activities for the New World Mining District Response and Restoration Project.

Long-Term Surface Water Quality Monitoring Plan

The Long-Term Surface Water Quality Monitoring Plan describes surface water monitoring activities in the project area that will be carried out over the eight-year project period. Surface water quality monitoring will be done to carry out the monitoring requirements associated with the proposed rule to adopt temporary water quality standards for segments of Daisy Creek, the Stillwater River, and Fisher Creek. Details included in the monitoring plan are sampling station locations, frequency of sampling, sampling methods, analytical parameters, analytical methods, and quality control procedures.

Long-Term Revegetation Monitoring Plan

The revegetation monitoring plan outlines the procedures, methods, and schedule for monitoring revegetated areas. The areas monitored will include the areas recently reclaimed by Crown Butte Mines and new areas that will be reclaimed each year as a result of the response actions. Revegetation monitoring data will be used to aid in the design and implementation of revegetation efforts as well as to determine if maintenance is needed on previously revegetated areas. Field measurements will be taken each year at selected sites to quantify cover, species types, frequency, and diversity. Monitoring will be conducted annually, primarily during the month of August.

Community Relations Plan

The Community Relations Plan (CRP) formalizes the extent of public involvement and the tools that will be used by the USDA Forest Service to keep the public informed. Some of the features of the plan include scheduling public meetings; using area newspapers to announce pertinent project events; providing for acceptance of public comment; establishing information repositories; providing project information via the internet; and, establishing a project mailing list for occasional mailings.

Site-Wide Sampling and Analysis Plan

The Site-Wide Sampling and Analysis Plan (SAP) describes the objectives, field methods, analytical methods, data quality objectives, quality control procedures, and standard operating procedures used to guide collection and analysis of environmental data for the project. The SAP is comprised of two parts, a Field Sampling Plan (FSP) and a Quality Assurance Project Plan (QAPP). The FSP presents a detailed description of field investigation activities. The QAPP describes quality parameters and procedures to ensure that all data collection efforts produce data of known quality.

Adit Discharge Engineering Evaluation/Cost Analysis

This draft Response Action EE/CA presents the scope, goals, and objectives of a non-time-critical removal action for mining-related discharges present in the New World Mining District. A total of 27 discharges were inventoried in the District, and 11 discharges were determined to pose a risk to human health or the environment. The EE/CA presents site characterization data, evaluates risk to human health and the environment, and includes a screening of removal technologies and technology process options to address the discharges. Removal action alternatives were developed for the discharges and then evaluated in detail. A preferred alternative and estimated costs are included in the evaluation.

The EE/CA is written to include an explanation of the removal action objectives, a summary of pertinent site data that show the nature and extent of contamination relevant to the removal action, a streamlined risk evaluation, identification of applicable reclamation technologies and process options, development and screening of alternatives, and an estimate of costs that are needed to support the selection of an alternative. Comments were received on the draft document and incorporated into this final report. A preferred alternative has been selected by the USDA Forest Service and an action memorandum has been issued.

Technical Memorandum (April 13, 2009)- Non-Degradation Analysis for McLaren Adit Infiltration Basin

Additional work is scheduled for the McLaren Adit during the summer of 2010, and includes; backfilling the adit portal with coarse rock, installing a drain-pipe inward of the rock plug to capture and direct adit discharge into an infiltration basin located outside and down gradient of the adit, and surface reclamation. Tetra Tech prepared a non-degradation calculation for the proposed infiltration gallery to treat seepage water from the McLaren Adit. Review of the data and non-degradation calculations shows that only the trigger value for zinc would be exceeded in groundwater beneath the infiltration gallery, but no applicable DEQ-7 ground or surface water quality standards for zinc would be exceeded. Dilution of aluminum, copper, and manganese concentrations in groundwater would occur upon mixing with adit seepage. Therefore, the calculated non-degradation values show that discharges from the proposed infiltration gallery will result in “non-significant” changes in water quality.

Technical Memorandum (April 6, 2009)- McLaren Subsurface Drain Anaerobic Bioreactor System Review

This review is a reexamination of the anaerobic bioreactor system proposed for the McLaren drains in the EE/CA. A passive solid substrate bioreactor (SSBR) and a semi-passive liquid substrate bioreactor system (LSBR) are compared. The water flow rate and quality data have been reevaluated for each source. An estimated cost analysis for bench scale pilot studies is presented, and the sensitivity of the system to changing flow and chemistry conditions is discussed. Finally, the construction, operations and maintenance cost analysis presented in the EE/CA has been updated to provide further detail and refined cost estimates for the SSBR and LSBR systems based on these analyses.

Technical Memorandum - Sump Water Non-Degradation Calculations for Surface and Groundwater, Selective Source Response Action Repository

This memorandum was prepared at the request of the Montana Department of Environmental Quality (DEQ) to document that water contained in the repository sump can be made into snow, land applied at the repository site, and not adversely affect surface water or groundwater quality. Water had collected in the sump as a result of a snowfall event during cap construction at the repository in the fall of 2001. Laboratory analysis of water collected in the sump indicated water quality with a neutral pH, high total dissolved solids, and elevated concentrations of iron and manganese. Concentrations of other heavy metals were below detection (aluminum, cadmium, chromium, lead, mercury, and zinc) or just above detection levels (arsenic, barium, copper, and selenium).

The main issues covered during this meeting were the Glengarry/Como Raise reopening results, the Glengarry underground water quality results, metals loading to Fisher Creek, and a discussion of tracer studies that were conducted in upper Fisher Creek.

In addition, surface water quality data were collected from 18 supplemental stations in the Daisy Creek, Stillwater River, Fisher Creek, Miller Creek, and Soda Butte Creek drainages. Groundwater was sampled from monitoring wells in July and August, in the District, to continue the characterization of groundwater quality in several areas. Limited monitoring was also conducted in wells in the McLaren Pit vicinity during September.

The purpose of this report is to estimate what surface water quality might have been in Daisy and Fisher Creeks prior to mining in the New World District. Because the area of interest has been disturbed by mining, it is not possible to directly measure the pre-mining conditions. A variety of methods have been proposed to estimate pre-mining water quality conditions but none provide certainty. Therefore, various methods are used in this report to infer the estimated pre-mining conditions.

This letter report presents the results of humidity cell testing on the area referred to as the Daisy Creek Moraine. Humidity cell testing used accelerated weathering methods to determine if the moraine material exhibited acid producing characteristics or generated leachate with concentrations of metals that would be of concern for reclamation purposes. The material will be used to cover the McLaren Pit liner.

This document was prepared by the Forest Service to fulfill the requirements of the Montana Department of Environmental Quality (DEQ) for the temporary water quality standards approved by DEQ for portions of Fisher Creek, Daisy Creek, and the headwaters of the Stillwater River. Section 75-5-312 (10), MCA, provides for a 3-year review of temporary standards, which involves a public hearing with notice and opportunity for comment. Depending on DEQ's review, temporary standards can be left unchanged, modified, or terminated. The purpose of this report is to present the cleanup actions taken to date in the District by the Forest Service, review long-term water quality data collected since the standards became effective in June 1999, and compare project progress with that presented in the Implementation Plan.

Phase II Repository Site Investigation Report

This report presents the results of a Phase II investigation conducted at potential repository sites in the New World Mining District in 1999.  A mine waste repository is needed in the District to dispose of mine wastes that are currently located at disperse sites throughout the District.  The Phase II investigation was conducted in accordance with recommendations forwarded in the Repository Site Evaluation Report completed by Maxim in June 1999.  The goal of the Phase II investigation was to characterize the geologic and hydrogeologic characteristics of the SB-4 area to the extent that definitive recommendations could be made on the suitability of the area for siting a mine waste repository.  Investigation activities described in the report include on-site inspections, geophysical exploration, subsurface material evaluation, and groundwater characterization.

This report evaluates and summarizes existing technical information on groundwater, surface water, geology, soil, and other resources at three potential mine waste repository areas located within the New World Mining District. A central repository site is being considered to isolate approximately 60,000 cubic yards of waste rock and tailings located on District Properties and an additional 370,000 cubic yards of tailings located at the McLaren tailings site near Cooke City. Advantages and disadvantages are presented for each of the three areas evaluated and recommendations for additional data at the preferred sites are stated.
